2 Dead and 3 Injured in Georgia Wreck

A car was on I-75, north of Atlanta, when it was hit by the Tractor Trailer in the rear. The Tractor Trailer then flipped over and ran off the road as shown below.  

Killed in the wreck were Evodia Perez, 51, one of four occupants in an Oldsmobile Cutlass Ciera, and the car driver, also 51, whose name was not released pending authorities notifying her relatives.  The collision happened at 5:45 AM.

It is unclear exactly what actions the drivers took in this case. The question that comes to mind is how does a safe proffesional driver pass a car at such a speed that he is unable to stop in time, even if the car pulled out in front of him, that would allow a wreck like this to occur? Every defensive driver course for truckers I am aware of would show, without question, that this was a preventible accident.
